I am not a programmer but a private Linux desktop-user, so I'll let those more competent answer your inquiry regarding an English speaking employer in Germany.
Still, being myself a foreigner in this country (I was born and raised in the French speaking part of Canada and I have been living in Germany for over ten years now), I would like to warmly recommend that you learn German if you want to live in Germany for a longer period of time. While you might not need it for your Job, it WILL surely greatly improve your quality of life here in general and your chances of making acquaintances outside of your workplace in particular.
